GitHub Copilot is pivoting to usage-based billing after becoming unsustainable

GitHub Copilot, the vibe coding tool developed by GitHub and powered by generative AI models trained by OpenAI and Microsoft, is transitioning to usage-based billing on June 1, 2026.

It's a notable shift that could impact game developers and studios leveraging the technology, which has been touted as a production accelerator by both Microsoft and GitHub.

"Ship faster with AI that works alongside you," states a promotional message on the GitHub Copilot website. "Assign tasks to agents like Copilot, Claude by Anthropic, and OpenAI Codex, and let them plan, explore, and execute work autonomously in the background."

Now, GitHub is altering its billing structure after declaring that its current premium request model is no longer viable.

"Today, a quick chat question and a multi-hour autonomous coding session can cost the user the same amount. GitHub has absorbed much of the escalating inference cost behind that usage, but the current premium request model is no longer sustainable," reads a GitHub blog post.

"Usage-based billing fixes that. It better aligns pricing with actual usage, helps us maintain long-term service reliability, and reduces the need to gate heavy users."

Moving forward, every single Copilot plan will include a monthly allotment of GitHub AI Credits with the option for paid plans to purchase additional usage.

Usage will be calculated based on token consumption—including input, output, and cached tokens—using listed API ratings for each model.

As noted in a supplementary FAQ, unused AI credits will not roll over. Instead, they will reset at the start of each new month.

If someone runs out of credits mid-month, they will need to wait for their entitlement to reset or purchase additional usage to continue using Copilot for anything other than code completions and Next Edit Suggestions.

GitHub will be rolling out a preview bill experience to show users how their costs might shift under the new model, helping them estimate their budgeting needs.

When you use Copilot, the interaction consumes tokens: input tokens (what's sent to the model), output tokens (what the model generates), and cached tokens (context the model reuses or stores).

Each token is priced based on the model used, and the total is converted into AI credits, where 1 AI credit = $0.01 USD. The cost of an interaction depends on two things: the model and the number of tokens consumed. How Copilot usage is tracked and billed depends on your plan type:

Individual plans (Copilot Free, Copilot Pro, and Copilot Pro+) include GitHub AI Credits allowances that vary by plan. For details, see Usage-based billing for individuals.

Copilot Business and Copilot Enterprise include per-user GitHub AI Credits allowances that are pooled at the billing entity level. For details, see Usage-based billing for organizations and enterprises.

When usage exceeds the included allowances for any Copilot plan, additional usage is billed in GitHub AI Credits at the per-token rates shown in the pricing tables below (1 AI credit = $0.01 USD).

GitHub denied the change is simply a price hike in disguise and said the per seat subscription cost of GitHub Copilot is not increasing. Even so, the company conceded that users with "intense agentic usage" will likely see an increase in costs because those features consume more compute.

"With pooled entitlements, organizations that use Copilot Business or Copilot Enterprise may see their total charges reduced as entitlement pooling balances more active users with less active," it added.

Annual plans are also being retired, forcing uses to either switch to a Copilot Free plan or sign up for a new monthly paid subscription.

GitHub confirmed that users will continue to see increased usage limiting until its new billing model is implemented on June 1—but said those caps are necessary in order to provide an experience that is "predictable and reliable" for all users.

GitHub has explained how the upcoming pivot will impact individual, business, and enterprise users on its official blog.
